Charles Howard Carter was born in Baker, Oregon on April 3, 1927. He was Professor of History at Tulane University and a noted specialist on Spanish and European diplomacy in the sixteenth and early seventeenth centuries.

Jeremy Bentham letter

Scope and Contents The collection is formed by one unpublished, holographic letter of the English jurist, Jeremy Bentham, to Sir Samuel Romilly (1757-1818) dated June 15, 1807. The letter was written during a period when Bentham was concerned with the reform of the Scottish courts and had written a pamphlet, "Scotch Reform...In a Series of Letters to the Right Honorable Lord Grenville." In the letter to his friend, Sir Samuel Romilly, Bentham writes that he is sending a copy of the "Letters" and he hopes...

William Cobbett petition

Scope and Contents

Collection consists of one hand-written petition to the House of Commons, February 15, 1830. The bound manuscript numbers eight pages. Cobbett's address was presented during the end of Tory rule. In the petition, cobbett argued for economic and political reform and the relief in agricultural areas where the farmers were seriously deprived.
